Canterbury Earthquake Recovery: Proposed Governance Arrangements (Paper 1)

This paper recommends the creation of a new, single authority to provide leadership and coordination of the ongoing recovery effort of Christchurch and the greater region following the earthquakes of 4 September 2010 and 22 February 2011.
